(b) The provinces of Hunan, Hupeh, Kiang-au and

Chekiang are assigned to Cheung Kai-shek, the Cantonese generalissimo, now campaigning in Hunan. He is a native of Chekiang: but he will have to conquer his native province as well as Kaing-su from Marshal Sun-Ch'nan-fang and Hupeh from Marshal Wu-Pei-fu before he can occupy the region allotted to him.

(c) The provinces of Hanan, Shen-si and Anhui are

assigned to General Fan Chung-siu, to whom reference

is made in the first paragraph of my secret

despatch of the 21st August. He is now campaign-

ing in Honan: but he would have to conquer that province as well as Shen-si from Marshal Wu and Antui from Harshal Sun.

(d) The present Canton Soviet is to rule Kuang-tung, Kuang-hai and Yunnan; but they would have to conquer Yunnan from General T'ang Chi-yao and their present control over Kuang-hsi is merely nominal. (e) The provinces of Chih-li, Shantung, Kansu, Ssu- ch'uan and part of Mongolia is assigned to General La-Chung-lin(), who is one of the generals of Harshal Teng and has recently been defeated in the fighting at Hank'ou pass.

It will be noticed that in the above partition four out of the Eighteen Provinces, viz. Fukien, Kuei-chou,' Shensi and Kiangsi have been omitted.

It is alleged that Russia is prepared to assist

in carrying out this policy not only with money and munitions of war but also with Soviet troops.
